WHAT IS TRAFFICKING IN PERSONS (TIP)?
  • The recruitment and transportation of persons by others using violence or the threat of violence, abuse of authority or dominant position, deception or other forms of coercion, for the purpose of exploiting them sexually or economically for the profit or advantage of others.

  • Examples of the purposes of trafficking:
  1. forced prostitution
  2. illegal labor             
  3. servile marriage            
  4. sex tourism and entertainment    
  5. begging
  6. domestic work     
  7. bonded labor    
  8. false adoption   
  9. pornography
  10. use in criminal syndicates
TRAFFICKING PROBLEM IN THE PHILIPPINES
  • A result of inter-related economic, social, cultural and political factors
    • poverty
    • uneven economic development
    • family orientation and values
    • weak enforcement of laws
    • corruption in governance
    • overseas work

  • Trafficking and undocumented forms of migration as part of the continuum; some 1.297 million irregular (undocumented) migrants as of 2004 [POEA].

  • Major channels of trafficking
    • prostitution
    • mail-order bride
    • overseas work
      (as domestic help, factory workers or entertainers)
WHY THE INITIATIVE/ PROJECT RATIONALE
  • Absence of harmonized reporting and consolidation of TIP statistics.

  • Weak coordination of responses at the national, regional and local, particularly in:
    • Long-term assistance for TIP victims;
    • Referral mechanisms for after-rescue services in source and sending communities;
    • International cooperation and solidarity with anti-trafficking institutions in destination countries.

  • Weak enforcement, with the low level of knowledge of the TIP law and other related regulations among government implementers and service providers, and other community stakeholders;

  • Lack of active community action and support for trafficking victims, particularly in gathering information/evidence (documentation) and case build-up; monitoring/tracking of progress of cases filed in court;security of victims; psycho-social and economic needs.
WHAT WE HOPE TO ACHIEVE
  • An improved database on Anti-Trafficking in Persons Cases and Monitoring System (ATIP-CMS)

  • Trafficking case file integration and monitoring.

  • In source and receiving communities and destination countries in:
    • More employers and workers organizations in trafficking sensitive areas engaged in anti-trafficking work;
    • Mainstreaming of anti-TIP measures in operational procedures in transportation companies;
    • Defined victim protection mechanisms in human rights offices, private law groups and lawyers' volunteer services for TIP victims;
    • Strengthened specified administrative mechanisms for servicing migrant workers in concerned agencies;
    • A manual for information and for prevention, protection and rehabilitation/reintegration of migrant workers;
    • Regional/national trade union centers and lawyers groups in selected destination countries.

    • Regional Trainers’ Training on Monitoring System, IT and Data and Information Processing
    • National Coordination Meetings

  2. Establishing Cooperation with GO/NGO service providers
    • TIP Orientation and Information Dissemination Activities
    • TIP Cases Administration Training for PAO, CHR, private law practitioners, BHRAOs, community leaders and advocates
    • FGDs/Forums on TIP for POLO and Consular Mission Staff, Social Welfare Attaches
    • Advocacy/Networking Meetings with National and International Networks
    • Development and Publication of IECs including Video
    • Telephone Hotline, Website, egroup, email, SMS
OUR COMMUNITY NETWORKS

Project-assisted community networks against TIP have been set up in:
Fourteen (14) source and receiving communities including NCR, Laguna, Cavite, Bataan, Subic, Surigao, Samar/Leyte, Cebu, Davao, General Santos City, Cagayan de Oro City, Cotabato City, Negros and Bohol.
